HRA developed outreach and education resources for California’s Health Information, Advocacy, and Counseling Program (HICAP), which assists Medicare members throughout the state. Activities included:

• Health literacy training for HICAP directors
• Development of a statewide mailer and a program brochure for HICAP outreach
• Development of eight limited literacy fact sheets on MSPs and other Medicare topics

Resources were based on best practices in health literacy and usability testing. They were developed in threshold languages.
