In 2010, the California Department of Health Care Services (DHCS) announced a mandate that seniors and people with disabilities with Medi-Cal (Medicaid) enroll in Medi-Cal health plans in their counties.

With DHCS, Health Research for Action (HRA) developed outreach and informational materials to inform beneficiaries about this policy change. HRA also conducted 16 trainings throughout the state for beneficiaries and professionals, to help them learn more about the change. Materials and trainings were provided in 12 threshold languages, Braille, real-time captioning, and sign language.
